It's about 24 degrees here in New York right now, and the forecast looks bleak (made only more gloomy by the sea of black coats, sweaters and boots that have become de rigueur as of late). In an attempt to brighten things up -- no, not with a S.A.D. lamp (not just yet) -- we're switching it up with neon beauty. Whether it's lime green nail polish, a shock of blue shadow, or surprisingly wearable traffic-cone-colored orange lipstick, lively-hued makeup and hair accessories make these short, blustery, sunshine-less days a little more bearable.
